Segregation was enforced by many states and federal laws, and was going on for many many years, which most people have thought of it to be right since they were taught that way by ancestors.
Ending segregation was so difficult because many states and laws enforced segregation, and segregation itself was a one sided decision, many people during the time of segregation only knew the way of separating others because of their race. Therefore, not many people adapted to the ending of segregation, causing it to be difficult.
