Bush's invasion of Panama was succesful because Noriega surrendered and went to prison in the United States.

After more than a month of fighting, Noriega surrendered on January 3rd of 1990, after being captured when he was trying to escape. He was sent to a prison in Miami.

About the Panama Channel, the Torrijos-Carter Treaties signed in 1977 agreed that sovereignity over the Panama Channel would be given back from the USA to Panama after 1999. The clauses of those treaties remained the same during and after the invasion, and the Channel was given to Panama on December 31st of 1999.
