Any fraction is just a short way to write a division problem.
The symbol ' / ' in a fraction means "divided by".
So a fraction
(top number) / (bottom number)
means
(the top number) divided by (the bottom number) .
Just DO THE DIVISION, and you come out with a decimal
that's the same amount as the fraction.
(3.24 / 82) = (3.24) divided by (82) = 0.03951... (rounded)
